Turns Out You Can Be Too Thin! HHS, Treasury Say “Skinny Plans” Don’t Offer “Minimum Value”

An employer group health plan that fails to provide participants and beneficiaries with substantial coverage for in-patient hospitalization services, often referred to as a “skinny plan,” does not satisfy the requirements for providing “minimum value” (MV) under the Affordable Care Act, according to guidance released on November 4, 2014 by the Department of Health and Human Services (HHS) and the Treasury.
