Aon Hewitt Submits Comments on Proposed Rule on Exchange Functions in the Individual Market: Eligibility Determinations and Exchange Standards for Employers

On October 31, 2011, Aon Hewitt submitted comments to the Department of Health and Human Services on the proposed rule regarding eligibility determinations for Exchange participation and insurance affordability programs and standards for employer participation in the Small Business Health Options Program (SHOP) under the Patient Protection and Affordable Care Act (Affordable Care Act). The proposed rule was published in the Federal Registeron August 17, 2011.

In the comment letter, Aon Hewitt discusses:

  • §155.320(d) verification related to enrollment in an eligible employer-sponsored plan;
  • §155.320(e) verification related to eligibility for qualifying coverage in an eligible employer-sponsored plan; and
  • Significant overlap in required reporting is unnecessary.
