Aon Hewitt Submits Comments on Fees on Health Insurance Policies and Self-Insured Plans for the Patient-Centered Outcomes Research Trust Fund


On July 16, 2012, Aon Hewitt submitted comments to the Internal Revenue Service (IRS) in response to proposed regulations related to the fees on health insurance policies and self-insured plans for the Patient-Centered Outcomes Research Trust Fund, as imposed by the Patient Protection and Affordable Care Act (Affordable Care Act). The proposed regulations affect the issuers and plan sponsors that are directed to pay these fees.

In the comment letter, Aon Hewitt recommends that the IRS:

  • Make the Form 5500 approach consistently available for non-calendar year plans; and
  • Create a safe harbor for the Form 5500 approach.
