Agencies Delay Effective Date of Summary of Benefits and Coverage and Address Mental Health Parity Issues

Group health plans and health insurance issuers are not required to comply with the Summary of Benefits and Coverage (SBC) and Uniform Glossary requirement under the Patient Protection and Affordable Care Act (Affordable Care Act) until final regulations are issued and applicable, three agencies of the U.S. government announced on November 17, 2011.

The announcement, which was made by the Department of Labor’s Employee Benefit Security Administration (EBSA), the Department of Health and Human Services (HHS), and the Department of the Treasury (the agencies), also provided new guidance on implementation of the Mental Health Parity and Addiction Equity Act (MHPAEA). The agencies provided the updated information in a Frequently Asked Question (FAQ) format as found on the EBSA website
