The Department of Health and Human Services (HHS) has delayed the implementation of the Small Business Health Options Program (SHOP) for state and federal Exchanges (marketplaces) until 2015, according to proposed regulations issued by HHS on March 11, 2013. The SHOP had been designed to offer small businesses a choice of health insurance for their employees beginning in 2014. Under the HHS regulations, the full range of plan choices under the SHOP will not be required until plan years beginning in 2015. The Aon Hewitt bulletin below discusses the HHS regulations.
