Aon Energy Risk Engineering - BOEMRE Compliance: Offshore Safety & Environmental Management System (SEMS)

Reduce Risk. Increase Reliability. Achieve Compliance.

It is critical that facilities have effective systems in place to minimize safety and environmental risks. Effective systems must address evaluating and controlling process hazards, managing change, creating and maintaining operating procedures, safely maintaining equipment, investigating accidents, training personnel and having an emergency response and control program. Bureau of Ocean Energy Management, Regulation and Enforcement (BOEMRE) 30 CFR 250 subpart S regulations mandating the need for safety and environmental systems now affect a company’s right to do business on the outer continental shelf. Aon Energy Risk Engineering has the experience and expertise to assist companies in implementing effective and compliant safety and environmental management systems. We can easily meet your qualification requirements as a provider of the following services within your SEMS program.

Safety & Environmental Management Systems

Aon Energy Risk Engineering provides the following services to support your SEMS program:

  • Development of a Safety and Environmental Management Program for offshore operations and facilities
  • Perform a gap analysis of the existing SEMS program
  • Facilitation of Process Hazard Analysis
  • Development of a Management of Change program
  • Auditing Operating Procedures for regulatory requirements
  • Mechanical Integrity services including Risk Based Inspection programs
  • Development of an Incident Investigation program
  • 3rd Party Auditing to meet BOEMRE regulations

Implementing a Safety & Environmental Management System

Implementation of a comprehensive SEMS program can significantly reduce a company’s risk. BOEMRE requires a SEMS program to be based on recognized and generally accepted good engineering practice (RAGAGEP), currently recognized as API 75. SEMS programs can be developed for large and small, existing or new manufacturing facilities.

Comprehensive programs can be developed and implemented for all companies working in any aspect of the offshore oil and gas industry such as:

  • Production
  • Drilling
  • Workover
  • Construction

Independent 3rd Party Auditors

The 30 CFR 250 subpart S rules are very new, so no company has yet to perform an audit under this program. Aon Energy Risk Engineering has developed SEMS audit protocols and has extensive experience conducting 3rd party audits of safety and environmental management systems (such as OSHA PSM, EPA RMP, API 75) from which the SEMS rules were derived. Our independent role is backed–up by robust internal Business Conduct and Conflict of Interest Policies.
