Trump Administration Issues Executive Order Aimed at Lowering Prescription Drug Prices
On April 15, 2025, President Trump signed an Executive Order (EO) entitled Lowering Prescription Drug Prices by Once Again Putting Americans First, which directs a wide range of federal agency actions intended to lower prescription drug prices.
The EO directs federal agencies to:
- Reevaluate the role of the middleman in prescription drugs;
- Improve Medicare Part D;
- Evaluate and propose regulations on site-neutral payment reform;
- Accelerate prescription drug approvals;
- Streamline the process for states to obtain approval to import prescription drugs; and
- Establish deeper discounts for insulin and injectable epinephrine at federally qualified health centers.
Although the EO does not immediately affect employer group health plans, the EO may potentially impact employer-sponsored prescription drug plans.
