The “One Big Beautiful Bill Act’s” Impact on Employer-Sponsored Benefits
President Trump signed into law the One Big Beautiful Bill Act (H.R. 1) (the OBBB Act) on July 4, 2025. The OBBB Act makes numerous changes that impact federal revenue and spending on topics beyond the scope of this bulletin (e.g., an extension of the 2017 tax cuts), but the impact on employer-provided benefits (including on health care, fringe benefits, and leave benefits) ultimately was minor. That said, changes that tighten the ability to obtain subsidies on the Affordable Care Act exchanges, new restrictions on Medicaid, and changes to Medicare could indirectly impact group health plan costs.
No immediate action is required by employers; this bulletin provides potential considerations relevant to employers sponsoring employee benefit plans.
